I find it insulting Steve Young isn't on this list - highest passer rating of all time if I remember correctly before Manning and Brady came on the scene.

We're of course forgetting Bart Starr, YA Title, Sammy Baugh, Fran Tarkenton, Terry Bradshaw, Troy Aikman, Dan Fouts, Jim Kelly etc.

It's hard to say who's the best QB of all time because for every great QB he had great receivers.  Montana had Rice and Taylor, Bradshaw had Swann and Stallworth, Aikman had Irvin and Harper, etc.  Remember, Steve Young was garbage in Tampa Bay until he got to San Fran and had Rice, Taylor, TO and Brent Jones.  And of course, having a line that keeps him upright helps a lot too.  How many also rans could've been great if they'd been surrounded by greatness? 

My pick for best QB of all time has to be Joe Montana, but not for his 49er days, but for his Chief days.  The guy had a catstrophic elbow injury, missed the better part of 2 SEASONS, came back and played at an all-pro level for the final two years of his career in KC.  Lets think about that for a second - the guy misses two years, he's like 35 at the time, major injury, gets traded, different division, different conference, new coaching staff, players, all the media questions - and the dude goes out and gets them to one win of the Super Bowl!?  I don't care who you are, to do that you've got to be an amazing QB.  No quarterback that I can remember has ever left one team for another and made that kind of an impact that quickly - ESPECIALLY off a major injury. 

People talk a lot about Bill Walsh and his west coast offense, but again, Joe ran it AND when he went to KC he had Marty Schottenheimer who was a totally different style of coach.  Again, I dare you to find a QB who's succeeded immensely under two different coaches using two totally different styles of offense, so late in a guy's career (so that nixes Rothlesberger - for now)

Cool Joe - best ever.  Period

I was going to vote for Joe, the comeback king too, but also for reasons you pointed out with the 49 'ers (having great receivers, good line, hell, good offence all round and generally they seemed to have it easy a lot of seasons when I watched them) I chose Marino, who was a success despite adversity, and man could he throw, even under great pressure like the '85 Bears game.

Admittedly Joe Montana was one of the greats, not only statistically but in things you cant put down on paper, like determination and leadership.
