OZ under 19s duped out of JWC World Cup

For those that dont know, GA have been in possession of letteres that clearly show that NZ under the auspices of a Leroy Sisnett President of an organisation called the NZAFA has lied and duped Australia out of the JWC tournament in CAnton Ohio this year.

Its is clear that Mr Sisnett and his wife (secretary) Far Sisnet did not make it plain and clear to GA that the NZAFA body was not nationaly recognised by the NZ equivalent of Sport Australia (SPARC). Neither did they make this clear to the football community in NZ who I beieve have only just found out what has transpired.

I will copy and paste a letter I have received from Sparc to Leroy and the NZAFA which makes this plain and clear. He has lied to GA, lied to the OFAF board and most importantly lies to IFAF and the NZ football community..Letter is as follows

TO PARENTS of the JUNIOR WORLD CUP 2009


This is an open letter to all the Parents involved with the Junior World Cup Campaign. Some information has been brought to my attention that I do believe you should know. This information seriously puts at risk our boys opportunity to play in the JWC and shows clearly that Leroy Sisnet his wife Far Sisnet and the management team have been working under a cloud of lies and deception.

I am a supporter of a Parent in the JWC and have been concerned by the costs initially paid out for the Australia campaign, the fact that a letter was just sent out asking Parents to communicate with no one other then JWC staff and now to find our requirements to compete were a lie and we were actually never in a position to play Australia.

1.New Zealand has NO National Governing body.

Leroy and Far as AFNZ and NZAFA board members have failed in their duties as board members to produce at any time financial books to account for well over 100.0000 dollars that has been given to the NZAFA and AFNZ by the TAB. Despite a national forum in 2008 where he stated “they were at the accountant” a year later and nothing.

We have since found out that in March of last year the AFNZ of which Leroy and Far were the only remaining board members was struck off from NGO status by SPARC because they failed to hold a single AGM and books were never released to SPARC when requested. New Zealand American Football Association Application for Recognition

In response to your recent application for SPARC recognition for the New Zealand American Football Association (NZAFA), this letter is to inform you that this application has been declined.

There are a number of issues outstanding regarding the governance of American Football in New Zealand with respect to the previously recognised governing body, American Football New Zealand (AFNZ).

These requirements were not met, which lead to AFNZ recognition being revoked on 14 March 2008. This is despite attempts by SPARC in 2007 to engage with AFNZ and leeway being given to allow AFNZ to satisfy the requirements, to no avail.

There is some history of non-compliance not only with SPARC requirements, but also with the Incorporated Societies Act. AFNZ failed to satisfy its legal obligations and lost its legal status, which SPARC assumes relates to non-filing of any annual accounts since the establishment of AFNZ. This does not give SPARC confidence in the operations of American Football at present.

2.Leroy Lied to Gridiron Australia and the International Federation of American Football about National Body Status.

Despite knowing that without a National Body we could not compete for the JWC Leroy and Far as well as the JWC management and coaching Staff decided to lie about this and pretend that we had a National Governing Body when in fact we didn’t. Leroy knew in March 2008 this was the case and also in November 2008 when our application was declined by SPARC.

Here is an excerpt from the letter Leroy and Far wrote to IFAF and Gridiron Australia written Friday 27 February 2009.


An application has been submitted to SPARC for endorsement and we are confident that once the review process has been completed and any issues or concerns that SPARC may have relating to our new name is answered and that the NZAFA will receive ratification from SPARC for the NSO status. SPARC are aware of the recent accomplishments of the NZ Iron Blacks and have provided a letter of support to the NZAFA and the NZ Iron Blacks.

SPARC I am told were aware of what he had done and did write a letter of support for the JWC but in no way did that letter say the NZAFA or AFNZ were our National Governing Body. Because that was not true. Leroy goes on to lie about how things are in New Zealand and states that every two years in New Zealand there is a review process.

In New Zealand, as with most countries we would assume, all national sports organizations must go through a review. In NZ it is every two years, a bi-annual process and the sport of American Football in NZ is currently undergoing this review process with Sport and Recreation NZ ‘SPARC’ the governmental body.

This is despite the fact on the NZAFA website and common knowledge to most of the American Football Community, that Leroy and Far have lead the sport in a cloud of secrecy and with little or no accountability at all and that there has never ever been a bi annual review process and that this is just another lie. On one hand he tells IFAF and GA that we have a bi annual review and on the website he states the April Forum was the first of its kind in 28 years.

In most recent years the local competitions in Auckland and Wellington have under gone subtle changes so that the sport of American Football remains a viable choice for potential players and members. During Anzac weekend in April 2008 the first ever national forum was facilitated by the NZ American Football Association in Auckland. Stakeholders from every club and the one regional body attended the forum to address the history and plan for the future of American Football in NZ.

3.Leroy and Far and the JWC management team have lied to you and lied to the American Football Community world wide.

Leroy and Far have put New Zealand in a position where it may well lose the right to represent Oceana at the JWC because they have failed in their duties as Board members to sustain a working and accountable relationship with SPARC.

This failure has lead to SPARC removing NGO status from the AFNZ and despite Leroy knowing this he has continued a deception with Gridiron Australia, the International federation of American Football and you Parents of players in the JWC.

The fact of the matter is we were never in a place to play because according to IFAF rules we must have a body with National governing body status. Without that we cannot compete in IFAF competitions or in the JWC. According to the IFAF website the NZAFA is the national governing body for American Football in New Zealand. This is a lie.

Despite this Leroy, Far and the management of the JWC proceeded ahead lying on the way to include New Zealand in a competition that they were actually not able to compete in.

4.Where to from here as Parents and supporters.

This weekend the American Football community, are voting in a new body and new executive and will at some stage have to deal with the lies and deceit left by Leroy and Far Sisnet and the JWC staff. He is I am told going to be removed from any responsibilities in American Football In New Zealand and will have to give account for how he has allowed all this to happen. What you choose to do is up to you here is the information that I believe has been distributed around the country. You make your own mind up.

I've just read this, and before you get too excited, there is some updated news to add.  The previous post quotes from documents that I believe to be in existance and (while not seeing them myself) have heard of their contents.

There is no doubt that Leroy Sisnett has not been operating truthfully and he may be called to account by the police etc, but the sport in NZ is united under the re-named national body, now called The NZ American Football Federation. In terms of membership, the newly named body is exactly the same as the NZAFA but without Leroy Sisnett and his wife. After waiting almost a year for Sisnett to provide financial records and to call an AGM to ratify a new constitution, the gridiron community took positive action by renaming the organisation and essentially leaving Sisnett and wife with the empty shell NZAFA.

While in the process of doing this, the new administration discovered much of what you have read, above, from SPARC. Incidently SPARC have indicated that they now recognise NZAFF as the representative body of the sport of gridiron in NZ. SPARC are working with NZAFF to get their affaitrs in order and have indicated that this November they will confer official recognition on NZAFF.

This whole situation has been caused by Sisnett's dishonesty and there has been no divisions among the clubs and membership excepting in their dealings with Sisnett.

Technically NZ should not have been allowed to contest the JWC qualification and to beat Australia. While a bitter pill for you Aussies to swallow, NZ won on the field and earned the right to compete in Canton. If Sisnett had not carried out his elaborate subtefuge, NZ gridiron would have remained officially recognised as the governing body and all subsequent memberships in good stead.

The sad side to this (from a NZ perspective) is that Sisnett continues to prepare the team for Canton (and is in Canton as we speak). NZAFF has no part of the team's preparations for JWC or the tournament itself. NZAFF is between a rock and a hard place as the players have already made a substantial financial contribution towards the event and NZAFF do not want to jepodise their participation. I think its also fair to say that they are not being wholeheartedly supported by the players parents (many who are administrators of NZAFF clubs) who (in my view) are more interested in protecting their son's trip to Canton than doing what's morally right.

This will definitely be Sisnett's swansong as come November, NZAFF will receive the official government recognition, effectively making it impossible for Sisnett to represent NZ internationally. This next season has all the clubs playing under the NZAFF banner, so Sisnett has no teams and no leagues operating under the NZAFA banner.

I hope that GA will work with NZ in growing football in our region and recognise that the new leadership in NZ were also duped by Sisnett with the added pain of 100's of thousands of dollars being spirited away also.

There are some good people involved in the running of gridiron in NZ now, and they can be trusted. Some, like myself, have returned to gridiron administration and are galvanised by the new spirit within our sport. I think we would all like to foster a trusting relationship with Australia, I certainly do.

While it all sounds a bit dodgy, one thing that isn't dodgy is the fact that the NZ boys won the game fair and square and therefore deserve to go. The "administrative bungle" (to be diplomatic) didn't give them any advantage in the game so I doubt anyone in Australia is going to feel duped and think that we should go in place of NZ, no matter how disappointed we are we missed out.

Good luck to New Zealand - go do this part of the world proud.

^ While I agree with you in principle, the issue is that technically, the NZ squand shouldn't have been allowed to play - period.  While the iron blacks won, how fair is it for the Aussies to play a game against a team that really should not have been playing?  It's like "yes we cheated but we won anwyays".  What boggles my mind is how this kind of thing can happen.  Who's in charge over there?  How can one individual organize all this by himself (ok and his wife)?  This looks like a pretty big screw up, admin wise.  Yes, the players should not be punished for this - the real question is who should get punished and how?

You are right Dan. Unfortunately this type of thing has happened several times over the history of gridiron in NZ. By and large the gridiron community has been pretty apathetic (to put it kindly) and have always let whoever puts their hand up to do the work - do it. They have been happy to le tothers do the work and only complained when something happened that directly affected them or their club. Luckily 99% of the time the people in charge have been honest and at worst incompetent, Sisnett is dishonest and incompetent but has been allowed to get away with it because no one was prepared to stop him. Every cloud has a silver lining I suppose and this has caused a lot of people to finally take ownership of their game. From where I'm standing I see some very good people at the top of the new organisation but still a lot of people below that level who will do no work and continue to complain. I hope I'm proven wrong but have faith in the new leadership. As long as they are supported and don't get disheartened, they will do a good job.

I am confident the new NZAFF will mover in the right direction. I hope in time we can rebuild the relationship with Australia which is at a low point after our version of the underarm bowl.

It will be important to reform OFAF with represenative from the NZAFF and GA as soon as possible to help facilitate this.
